In April 2010, President Barack Obama asked U. S. Secretary of Health and Human Services Kathleen Sebelius to identify steps the Department of Health and Human Services (HHS) could take to improve the health and well-being of lesbian, gay, bisexual and transgender (LGBT) individuals and families. The request grew out of the President’s Memorandum on Hospital Visitation, which, in addition to addressing the rights of hospital patients to designate visitors regardless of sexual orientation or gender identity, directed the Secretary to explore how HHS could improve the lives of LGBT people and their families.
